I don't exactly understand what you're experiencing. The Idle up will cycle on and off so the A/C system doesn't freeze.
The function of the A/C Amplifier is to take temp and RPM data and cycle the compressor (and thus, idle up) so the evap doesn't freeze up. There are adjustments that can be made on the amplifier. If it's cycling too often, there are adjustments that can be made. (see link below)
Yes, there is an 'Idle Up' adjustment on carb, on the side where the idle up dashpot is. Procedure is in the 2F engine FSM, to set the Idle speed when the 'Idle up' is activated.
