'99 LX 470 wondering speedometer needle

Morning all,

The speedometer needle doesn't correspond to the RPM one and keeps bouncing up and down. I thought might have been the speed sensor but the mechanic some how tested it and said it looked fine.

What do you all think?

It's most likely a bad connection between the cluster and the wiring. Shimmy your hand up behind all of it and press forward on the wiring that is to the left side of the cluster.

If you remove the trim that has the scroll wheel for the interior dimmer, you'll be pressing forward just behind the 10mm bolt that you can see. Pull straight to the rear to remove this trim piece.
 
You're not alone - I had this exact issue, but with the tach, on my 99 LC on the drive home from buying it a few months ago. It would bounce around, then behave normally, then bounce around, then normal, etc. I haven't noticed it happening since though. I haven't worried too much about it, but then again a non working tach isn't as big of a deal as a non-working speedometer. May give the above suggestion a try.
 
if while it's doing it... try just putting pressure on the gauge cluster face... sometimes this will be just enough to change how it acts... if it does... then it's a loose connection on your gauge cluster like stated above (which 99% chance it is) sometimes you can screw with these connections ALOT before everything works as it should...
