Occasionally, my '94 '80 turn the key to start there is a delay of up to 7 seconds then the starter starts the engine as normal!

I have this issue and I have a beefy 2.2 kwh starter. I think it has to do with the battery cables. I have not had time to dive into it, but I would check the cables and ensure no corrosion.
 
Most likely old grease/dirt/poop in the bore of the solenoid.
Replace the starter contacts and plunger, clean out the bore, add some lightweight grease to the bore, and you should be good to go.
