8274 brake

I have searched this for hours on end and can't figure it out. I'm rebuilding the brake I put the rear cast on then the pad then the ratchet then the front pad then all the ball bearings with the spring in the middle and the top metal peice ontop of the spring but when I clamp it down and put the snap ring on it still move freely and doesn't hold it. Anyone have any ideas on why?

The brake activates under load from the winch motor. There is a cam mechanism on that shaft that pushes the inner disc outward and clamps the ratchet disc between the inner and outer discs, engaging the brake. Under free spool or no load the disc sits idle.
