I have a 3b diesel motor that has sat for 5 years but ran great when parked. Is there a procedure to bring this back and start?
 
bad fuel is your worst issue id think, so new fuel and a good additive, maybe change the fuel filter
battery would be next
check coolant
change oil
rotate the engine by hand a few times
pump the fuel primer a bunch for good measure
i might squirt some oil in the cylinders with the glows out then crank it a couple times to pre lube it a bit
then re install glows (maybe new ones)
then fire it

5 years old diesel is fine, easier start if you don’t touch any which is fuel related if it’s known to be in running order.

Just check or change the oil and turn the key.

I'd check the airfilter isnt now a rat's nest.. if its not, I'd fire it up. I've woken up a few 2Hs after years of slumber - you'd barely know they'd been sitting for years. There's a small chance the fuel rack in the injector pump may be stuck though - assess throttle response/smoke after you get it going. If you have any suspicion its stuck you can take the side cover off the injection pump and observe the rack movement as you move the Fuel Control Lever.

Five (5) years old diesel in the tank is not a problem? I do have the same issue with my 3B...

If it was running diesel its fine - 5 years is not an issue for diesel at all.. if there's any indication Waste Vegetable Oil was in use I'd take a different approach (thorough clean of everything).
 
I think everywhere in the USA has at least 10% bio diesel, and has been that way since the mid 00's.

Could be fine, could have bacteria.

Either way, I'd just run it. Swap fuel filters. And do it again at the next oil change.
