1998 LC - Crank No Start (2 Viewers)

My 98 LC had sat for a while. I went to start it and it hit and very quickly coughed and stopped. Since then it just spins. It sounds like it looses compression after a few crank attempts but if I let it sit for a little bit it sounds normal. Strong smell of gas under the hood. Changed sparkplugs and cleaned MAF in hopes that would help. The old ones looked fine but where covered in fuel. Same problem after new plugs. Checked to make sure they are firing and they are.
 
I wonder if you got a mouse or something in your timing belt that knocked it out of time when you tried to start it.
 
It doesn't try to fire at all , no backfire or sputter .. I would think that if it was off timing it would try to do something. How would I go about checking the timing on these? I have a lot of experience with old SBC stuff but not so much with newer engines.

Does your security light go off when you insert the key into the ignition switch?
 
So I got the timing belt covers off and this is what I see. To me, it looks like its jumped timing but I'm not positive if I'm looking at it correct. With the crank aligned with that nub the cam gears are supposed to be on the T, is my understanding. Please correct me if I'm wrong. It also looks like the belt has some scuffage.
