I think it's just a strap around the controller and the cord and displayed for the potential customers. Some of these nicely built 80's get me thinking...

KruiserK has it right. Believe me, I wouldn't leave the controller on the truck like that down here. This is my LC. I just talked to a guy in IL and he mentioned that someone posted up on MUD. I had it posted here last year and I fell off the grid due to a death in the family. If anyone has questions, let me know.
