Overheating and heater not blowing hot air when idling. When reving or driving temp is normal and heater performs better. Any ideas? Fan clutch? Thanks

Sure it is actually overheating? Check your coolant levels, if low add to it and bleed the system. Bleeding the system will get any air pockets out and not give you false overheating readings.
 
Yes verify the temperature with an infrared temperature gun pointed at the top of the radiator where the coolant enters.

If the heater blows hot when engine is at higher RPMs, that’s a coolant flow through the rear heater core issue. If the heater core gets plugged up from corrosion or scale, coolant won’t flow through it very well and at idle maybe not at all because of lower water pressure.

Clogged rear heater cores are not uncommon on FJ60 cruisers only because they’re 10 years older than the 80 series.
