1991 Landcruiser NOT starting after turn off

Hey guys-
I have tried to search on this and can't really find the solution. My younger brother has a '91 Landcruiser and all is good and well when he first drives it. If we shut it off- it will not start again for around 15 minutes. It's got the straight six in it (sorry I do not know much about these) and I'm really at a loss. After 15 minutes or so- he cranks it and it starts fine. I have pulled the wires and checked for spark- and during that time frame there is NO spark. The check engine light comes on when the key is in the ON position so idk.

Could this be the EFI relay I see mentioned on here often?

Mine was doing the same thing, and it was the EFI relay.

It's an easy fix, so easy that I could do it. I read somewhere that a guy put dielectric grease in there with the replacement, so that's what I did, too.

but my check engine light always is on when the key is in the "on" position. I start the vehicle for two seconds (not long enough for anything to get hot)- turn it off- then try to turn it back over and it won't start. I am getting no spark during this time frame--- is there some sort of anti-theft deal that could be going on?
