1987 LJ70 - what are the electric stuff on the fuel filter?

I assume #3 is a water sensor and actuates the filter light, is this correct?

What are #1 and 2#, and what do they do?
 
Solution
1 = vacuum switch. Senses when the fuel viscosity is such that there is an excessive vacuum required to draw the fuel up through the filter.
2 = not sure as I have never seen this before, but seems to be linked to the fuel heater. Maybe a relay? Can you peel back the rubber boot?
3 = float switch to indicate water in the base of the filter. It should illuminate the filter light on the dashboard.

I managed to get a relay out of the rubber boot. It's actuated by the vacuum switch and ground and actuates the wire circled on the new picture. Is this the fuel heater?
