100 series purchase help: emissions, rebuilt engine & TPS (1 Viewer)

Hi Folks

I am looking at 1999 Land Cruiser with 300k miles on the frame and 110k on the motor & transmission. The frame looks rust free on the photos and it appears to be up to date on maintenance (new timing belt, alternator coil packs etc). However, it throws a code for the throttle position sensor and currently idles at about 3000 RPM (probably because of the sensor). I require emissions testing over here in Colorado, but the owner has not been required to test, so have no idea whether it is going to pass. I realize, this isn't much to go on (I haven't seen it in person yet), but would you folks have advice for me?

1) What range should my offer be, assuming the vehicle is generally in a good condition?
2) Is there anything specific that I should look out for with the TPS code & rebuilt engine other than the advice on Slee Offroad and the FAQ?
3) How much should I budget for maintenance in the first year and the first 5 years?
4) What is the probability that the catalytic convertors don't throw a code, but are bad enough after 300k miles that I fail emissions in Colorado?
5) Is the TPS something you would do at home and would you buy OEM? I can buy a really nice multi-meter for the cost of the labor.

I’d offer $2500 until I figured out what was wrong with the motor. If it’s just the TPS they should get it fixed first then you can make them a real offer. Otherwise you have no idea what you’re getting into! Not worth the risk.
