Yes, has a wind deflector. And there is zero wind noise at 75mph.
Got it at FrontRunneroutfitters.com. Right now there is a kit with the rack, rails, and wind deflector. Plus free shipping, couldn't pass it up.
Rack is really well made, the mounting system is slick. Mounted the rotopax kit off my ranger right up.

I ALMOST bought the new Baja Expedition rack, which is a flat utility rack that has a basket on the front. It's pretty slick looking, and more reasonably priced.
