A totally seized motor usually happens after plenty of warning signs and/or significant abuse or massive oil leak. A 2UZ suddenly starting slow and then "seizing completely" seems... unlikely.
Get a second opinion or better yet, get it back yourself and throw a socket on the crank. Borescopes...

Wow, nailed it with minimalism. I have to concede to new generation Milwaukee 12V 3/8” ratchet.
Belt adjustment bolts, any long thread items are dealt with a bit more economically time wise.

I had good luck with a regular cheapo puller from amazon, about $40. Granted, not as cheap as white bread. I did try some white hoagie rolls (what we had on hand) but didnt seem to work.
These are the ones I used, very inexpensive on Amazon and they are sealed very well. The seem to be fairly good quality and have a retro like feel to that that goes with my incandescent taillights.

I went eventually with a Rhino Rack and a 2500 lbs winch and some aluminum profiles to winch the 18ft Hobie Tandem Island with ease onto the roof.
A bit more involved to setup, but it works great. Zero heavy and awkward lifting and risk of injuring your back.
