No, it was an option. Like the pto winch was. Extremely rare peices, not even all the jdm trucks had them. And i believe that it was both lockers or none at all, I could be wrong on this though. I know that they have a mechanism on them so that the front locker can only be engaged if the rear is first.
 
They were also available on BJ6# and Fj6#
Always both axles.
 
In Europe more adds have them, some sellers don't know it is special (but nowadays, most know) but they are quickly sold, Toyota later realized any 4x4 needs lockers from factory, also migrated to AWD.
I have the aussie lockers in front and rear and I think that is better than cable /air operated if you are thinking about installing, absolutely worth the money (but I would not buy the original, seen very high price for those)

Here in Aussie they are mainly seen only in some of the high roof 'Sahara" version.
I'd be interested to know how many of the low roof GX's etc came factory fitted with cable lockers.
 
In Europe it is normal to have a standard roof with the locker option.
My 61 is from Denmark : GX, low roof, cable lockers, LUB,
Even 61 with barn doors (SOB) came with cable lockers in Denmark.
Sweden never had the 61. Finland same as Denmark.

Spain , France and Italy , Austria , Switserland had the same specs.
