what would cause the left turn signal light to stay on?

Bad ground or bad blinker relay or a bulb burned out

Mine will stay on because the switch gets stuck. 9/71 the switch can get lose and the clamp will rotate around the steering shaft.

Can the red/black meter pilot light and the blue/red 12v be connected to the same 12v source?

NO

The Blue w/red tracer stripe is Key on power B+

the red w/black tracer stripe is your interior illumination circuit ( it comes from your headlight switch )
