I just did this yesterday on my OE fj62 steering wheel. One hank of thread was enough to get me all the way around the wheel with quite a bit to spare.
Thread until it ends then knot if you need.
Hard to tell from the pic's - maybe the frame is so far gone it is useless to try and repair that section only.
Fixing stuff to sell is fine if you do the work - paying someone else to do it rarely is a good investment.
There can be kits for both master and slave. Not very hard to do - if bores a really pitted/rusty way better to get new stuff. I bought a master/slave and with a stainless steel braided off ebay (joetlc if I recall correctly) for like $130...
