      Strongly disagree with this. The fan MUST provide low pressure behind the radiator to have airflow. Went through this on my 91 FJ80 with an old, tired fan clutch and on my 97. Both wouldn't stay reasonably cool at highway speeds.

      Very unlikely that the ECU is at fault here. Looking through the EWD and FSM, the only reference I see for HAC is that error code. I see no pins referencing that on the ECU pinout, the ECU schematic, or anywhere else in the FSM or EWD...

      It's a lightbulb. Is the gauge fuse good? Are you getting B+ to one side of the bulb and ground to the other? Pin 19 should be logic low when the CC switch is on.
