The stopper is a slip fit on the shaft, but in your case, rust has bound it to the shaft.
Copious amounts of penetrating oil and buffing the rust off of the shaft below the stopper.
A 100 deg F change in temperature will change the diameter of a 3/4 inch O.D. copper alloy tube by about 0.0015". Work fast.
I don't know how much frost will increase the diameter. :rofl:
This is the part number for the foam tubing from McMaster-Carr. I checked, the number is still applicable.

Get the british standard pipe tap barbed nipple that fits pump and carb - eliminate all the extra hose clamps and fittings. Buy a section of fuel hose to go from the carb to the pump. I buy rolls of USA fuel hose off ebay 5/16 x 25' for $32...
IMO, it actually isn't hard to justify for many. $375 for an discontinued OEM (Aisin/Advics is OEM) part that will last another 30-40 years (or far more by tossing in a Japanese rebuild kit), is pretty modest imo. Note, we (Cruiser Oufitters)...

I cut out my wiper gear box gasket today. Pretty close. I scanned the old gasket then uploaded as image to the cricut software. I used 1/32" gasket paper and set the cricut on kraft paper.
