The stopper is a slip fit on the shaft, but in your case, rust has bound it to the shaft. Copious amounts of penetrating oil and buffing the rust off of the shaft below the stopper.

A 100 deg F change in temperature will change the diameter of a 3/4 inch O.D. copper alloy tube by about 0.0015". Work fast. I don't know how much frost will increase the diameter. :rofl:
