You have a crazy amount of movement. Way more than reasonable. I'd look for frame cracks or other serious structural issues.

Correct, you must pull a vacuum after opening the system.

Have you tried tilting the mirror upwards? I found that if I left it in the 'normal' position (like if I was using it to actually look out the rear window as a mirror) that the reflection was bad. Tilt it upwards slightly and it was fine.
I had the caps, and they failed. I ended up tig welding them shut. I made some plugs to weld to that went inside the tube and I was able to do a beefy lap joint. I'm not a great aluminum welder but it survived a 1200 mile road trip last weekend.
I'm towards the end of a 1200 mile road trip, through California and Arizona. It's HOT, frequently over 110, and so far no repeat of the issue. I think I might have felt it a little bit but I cannot be sure. It certainly hasn't raised it's ugly...
