Looks like it to me if that shot is taken looking through the DS wheel well. It should be a brass bolt if I remember correctly.
 
There appears to be a few brass bolts, or bolts that look like they are brass in the vicinity. This one is located sort of between the motor mount and VIN. No washer, just the bolt.
 
in my write up for coolant change (maybe in the FAQ?) I did include a specific description of where the bolt is, if that helps. From memory it does not look like the above, I don't remember all that tubing. It's on the side and can be sort of be seen from the DS wheel well. I think it was indeed "gold" brass looking.

Here's a few photos from my 96 model; apparently there are a couple different designs of block drains, mine had a little spout on it.

Thanks, that was the bolt.

Just finished up the PHH as well as a coolant flush. I intended to swap out the PHH for a green stripe that I had, but I couldn't get the pipe to align with the nipple while at the same time trying to put one side of the hose on.

I ended up doing a bypass and removed the pipe.

Access to the lower bolt is tight, but my 12" hinged ratchet easily loosened the lower bolt.
