I've been having trouble figuring out why my 40 will not run without choke. I removed the spacer between the carb and the intake and found out that there was no gasket there just some wore out silicone. Could this be where my vacuum leak was?

Need more info like what carb, what engine, etc.

Assuming it’s stock Aisin carb and the spacer is the stock phenolic one; there is a built in gasket on the spacer but some people try to scrape them off not realizing it isn’t separate. The silicone could’ve been a result of this. Clean the silicone off as best you can and if the black gasket material is still there, you can wipe some acetone or brake cleaner on it to kind of bring it back to life and assemble it. If the gasket is gone, make sure the spacer is flat on both sides and get some gasket material paper and cut one to match the spacer.

Has the carb been rebuilt? May be a good time while it’s off.

After that, then you can start chasing vacuum leaks, etc.

I'm assuming it's the stock carb and it's a 2f engine

I check for vacuum leaks with a spray can of WD40 with a pee tube. Get engine running smoothly - lightly and quickly spray the layers of the carb and then do the intake manifold - when you a find leak the engine will kick up rpm's.

Only runs with choke, could also mean bad mixture, low float level.

Is the idle solenoid getting ignition on power?

And as mentioned, the dunkers going on with the spacer can definitely be a source of air intrusion. You can buy gaskets, or make your own with gas compatible gasket paper. Scrape spacer flat, and install gaskets above and below.
