Why is there a backup alarm on the INSIDE of my '96 Prado, but not on the outside? (1 Viewer)

Put it in reverse, it beeps INSIDE THE CAB. Nothing outside.

Any idea why? Do the Japanese forget their vehicle is in reverse?

When I first got my Prado I was concerned the backup alarm might irritate my neighbors if I left home very early in the morning. But my wife said she couldn't hear it. Only later did I figure out the beeping could only be heard inside the vehicle. Yeah, I have no idea why, but almost certainly it's a legal requirement thing. Like the special dash warning lamp only JDM vehicles have for catalytic converter overheating.
