Why CDL light not on in test cycle?

The click is likely from the CDL control box (and a relay within it). It's telling the actuator motor to pre-load the spring in the actuator, the problem could be that the motor never gets to it's commanded position or that it gets there but it's position is not reported back to the control. Something along those lines which leads to the error code.
 
Got glove box out and "click" is from the transmission relay - black box on side wall to right of glove box. Contacts there difficult to remove to reseat but seem connected well and clean. Now I will look for the actuator and remove. Thanks.
 
The CDL will only engage/disengage when the gears mesh properly. If you are stopped, and try to engage/disengage the CDL and the gears are not aligned, it will not lock. You need to be moving (5mph). Actuators do get stuck or frozen if they are not cycled routinely. You may have a frozen actuator, but I doubt that. Engage the CDL button and drive around a gravel parking lot and make a series of turns.
