White wheels - what happened here? (1 Viewer)

Can anyone tell me exactly what would cause these wheels to turn white? Paint? Acid cleaner? Tarnish?

Is it a northeastern vehicle? Id say its a combination of some sort of wheel cleaner that was too strong and corrosion. Id pressure wash them, hit them with a little primer and then spray paint. I personally think a darker, graphite gray color looks better than silver and hides flaws better. Just not black.
 
It was a southern Virginia vehicle. The finish isn’t really bad up close it just appears like they used the wrong kind of cleaner and ruined the clear coat. Once I get my other project out of my garage I’m going to move it in and paint them myself for the winter. I moved this vehicle to Pennsylvania to make the other members here cry at a “rust belt” cruiser being created.

I am gonna have it undercoated before it encounters salt though.
