I'm surprised that the condenser doesn't have its own electric cooling fan to help keep things cool when slow moving, it's probably why it loses efficiency when stationary.
What's overcharged on the A/C system?

Pulled air filters out. Not too bad. But I have new ones that will be here Saturday. For it not it, I'm already on the lookout for a decent A/C place.
