What would a fair offer be?

I'm looking to buy my first 100 series, I found a 99 lx470 with almost 170k on the clock with zero upgrades. Seems pretty clean inside and out, except mileage error on the Carfax (which truly looks like a clerical error). Owner is asking almost 12k for it, I feel that is way out there. Also, it doesn't have the opt. rear locker. Thoughts????
 
I'm in the same range here, maybe an $8k rig if has ALL records, keys, no broken window motors, TB done, etc.

Rear locker was never an option on the 98-99 LX470 (U.S. market). It came standard with a limited slip rear diff. The Land Cruiser of the same years did have that 'option'.

100 series Land Cruiser (LX470) prices have been creeping up the last couple of years, but I purchased my 99 LX470 with similar mileage (2 years ago) in excellent shape with extensive maintenance records for just under $9K out the door.

12K would be mighty high in my market (Texas metropolises).
 
Assuming no rust and overall good condition, somewhere between 6,000 to 8,500 seems fair. At the end of they day, condition is everything when buying used. If it's super clean, no accidents, no rust, everything works, no seat tears, etc., I would personally be willing to pay a premium for that.
