What is this light for built in the rear bumper on each side? Obviously the lower half is a reflector but the upper part looks like a light but doesn't turn on.

Yes, Toyota calls it a reflex reflector when it's not equipped with the rear fog light bulb. The bulb can be installed on the earlier units, and can likely be performed on the later units, too.

In Europe, and possibly elsewhere, but I'm not certain, the laws require driver side fog lamps to be on during inclement weather.

Thank you for the link...that explains it. Would be a good project along the way even no fog here in vegas would be nice to add it on the brake lights.

I want to do the same and mentioned in another thread. You can buy LED reflectors on eBay for below $100. Just conncern where to properly connect so they come on when using a break or when lights come on. I want to avoid splicing factory wiring and would prefer a place where I can just add a wire with an exposed plug, etc.... One place I thought about was the license plate light.

Indeed in Europe most countries requires that if you have fog lights you have to have a very bright rear light as well, it only turns on when you have your fog lights on, sometimes on the same switch sometimes a separate switch.

I used to live in the alps and during snow blizzards it was very effective.
 
Most European cars don't remove the rear fog feature when sold in the states like Yota does. That's also why I always see the oddball Merc with it's rear fogs on clear days and it just seems like their brakelight/taillamp is broken in the on position on one side.
 
What if you installed the rear bumper lights and then made a harness to connect each to the trailer harness 7 pin? That way you would avoid having to splice into the vehicle wiring.

You'd have to disconnect them when towing a trailer that needed the light connection but it would be a small inconvenience.

Actually a good idea. I was looking if there is a way to get from the behind the 7pin. Concern will be dust collection since the dust cover will need to be up all the time
 
Every European car I've owned (10+) has had it removed/disabled.

I don't want it ultra bright as you see in Europe. I have disabled that on my BMW as well as it was too bright and only on one side. Just want to put an LED version as extra break lights or running lights.
