I am not very familiar with the 80 series Land Cruisers, but if Toyota stuck with what they had for their cars and Trucks in the 1980s, then what you are looking at is not a filter, rather a foam backing on the fresh air / recirculation door that "seals" the recirculation intake when the door is in the fresh air position.

Wait, FJ60s have a cabin air filter?

Yep, just shove some static air filter vents under the black covers for the outside air intake and trim to fit. Works great for trapping dust for about 6 months if you dont park under a tree everyday.
