I am not very familiar with the 80 series Land Cruisers, but if Toyota stuck with what they had for their cars and Trucks in the 1980s, then what you are looking at is not a filter, rather a foam backing on the fresh air / recirculation door that "seals" the recirculation intake when the door is in the fresh air position.

Yes, that makes sense, because this foam hangs out in another place on the same plastic housing. Thank you for solving the mystery.
 
Tip. To look under things like this put you phone in "selfie" mode and stick the phone down there.
