what is a pocket port?

I've read a number of threads where they say to 'pocket port' the head when re-building. Questions, is, what exactly is this? And, is this a speciality treatment, or can any machine shop that works on heads do this?

Also, I've read a number of threads regarding getting CR up, but what's the overall best 'package' Meaning, bore over, milling head, pistons, milling head, cam etc.. This is a 2F engine (86)

I figure if I rebuild it, I should try to get a bit more 'omph' out of it, but still run on reg. gas
 
Pocket Porting... opening the throat to a predetermined size and blending from the bottom of the valve seat to the bowl area. This term is a misnomer as the majority of the work is done in the throat (the area directly below the valve seat) and is merely blended into the bowl.
.... cr increases are achieved in head milling and modified pistons....
