You have everything. Thats a band with the rivets that wraps around a drum, lever tightens the band around drum to engage parking brake. Its engaged in that photo

Not sure what you’re asking, but the 25 brake is an external band with internal drum unlike the 40 which is an external drum with internal shoes.
It does look like everything is present. If the brake lever does not ratchet to hold the brake the spring and shaft inside the lever is likely frozen.

No. That is exactly how it should look. No housing or cover on it.
