E-brake is cable activated, those lines for the regular rear brakes. And should be replaced . . .

Seriously those look to be leaking brake fluid- (unless you just sprayed that area down), you're loosing fluid and pressure which is a really unsafe situation.

Yeah, toast for sure. It's a bummer that after just three weeks of owning the cruiser I'm having to dump a bunch of money into it, but I guess thats what I get for not doing my due diligence before buying sight unseen from the rustbelt. With that said, I still absolutely love the rig, and while the rust is proving both costly and a PITA, its still an enjoyable process overall due to how much I truly love this thing.

But yes, she's been leaking for a couple days now so I went under this morning and took a look. I'm planning to have the LC guru Robbie Antonson take a look at it on Tuesday.
