What are these? How bad is the rust?

I was looking at an ad for an LX470 in the Midwest and here are the undercarriage pictures. What are the items I circled in white? Are they normal or broken? Also how bad do you guys think the rust is? Thanks

For your area, the overall rust doesn't look horrible but those brackets are delaminating and are likely too far gone.
 
As @Exiled said, for the Midwest that’s pretty decent on a 20+ year old vehicle. The piece near your steps looks like a bit of heat shield tape coming off of your rear AC lines. As for the other what is it photo, it literally looks like an old oil filter in there! Could be wrong and hopefully I am, but that’s what it looks like. If your fuel tank skid is that rusty, check your lines above it - mine were as bad as the plate. I replaced all fuel lines, tank and skid with OE when mine got that bad.
 
Thanks for the insight! This lx470 is located at an independent used car dealership a bit far from me so I didn’t want to make the drive unless I thought it was legit by the pictures. Looks like some weird stuff is going on, maybe they left an old oil filter in that location to catch oil leaks during a potential test drive? Also looks like the rust level isn’t too bad for the region, but will require a lot of parts needed to be replaced down the road. I think it’s probably just best to pass on this one I guess. Thanks again guys!
 
Sounds like you made your decision. When I look at rusty vehicles like that, I think about all the broken nuts and bolts when I do go to work on it and it’s just a pain in the butt. I’m willing to pay a little extra for a West Coast undercarriage, knowing that’ll be much easier to work on just something to think about.
