Wet Hands + Shop Light = Tingle

I have a Craftsmans halogen shop light I have had for years in good shape. I was lying on a damp/wet concrete floor and I got a electrical tinge on my finger that was on the shop light. I was no lying on the wet part of the floor but it was damp enough to give me a light tingle. The shop light is a 2 plug prong and the electrical socket is a ground fault outlet.

Is it safe to assume that the light is okay to use and I was just using it on too damp of floor OR should I discard the light?
 
If you got any sort of ac bleed in the light - it's no good as it should be double insulated if it's a 2-prong plug . I'd say also you need to verify the ground and neutral are done correctly on the building wiring and that the hot (smaller plug slot in the outlet) and neutral aren't swapped as they can cause the same thing . Time to get a tester out or have an electrician check the wiring . It can also be traced back to how a panel is done and bonding with earth grounds/neutral block .
