if the thermocouple is bad the gas valve won't open. It's a safety switch to keep the gas off if the pilot isn't lit it's not your problem.

Yep, easy check of thermocouple - do you have any hot/warm water? The water heater won't operate at all with a bad thermocouple.
The relief valve can be anywhere - it is only designed to reduce pressure. But set up like that, it is going to spew water across the room when it goes off. My relief valve is plumbed into the side and I have a tube connected to it to direct it down to the floor where I have a two gallon bucket to catch the water should it go off.
