my front washer jets have been freezing in the mountains: nothing too frigid, maybe ~20 at lowest temp. The rear works, so the fluid is not freezing. I was not using water, typical gallon stuff from Oreilly.

Do I need different fluid or is there something with the jets to keep them clear?
 
Get some lower temp fluid. The fluid is freezing in the tiny holes; it doesn't take much. I had -20F rated fluid freeze in temps way above that, the ratings are often optimistic. When I went with good quality -30F fluid, no more problems.

Yes. You need fluid specifically for cold weather. Mine froze on the way into Denver last year as a storm blew in late one night. I pulled over and literally poured warmish water over the tubes...added new fluid rated for cold...and all was right with the wiper world again.
