Found this one locally, looking at the picture it's not "completely" rust free, but looks serviceable.

not sure if it is the later tube style you seek but worth a check.
You may consider posting in the classified section. You will probably get more responses there.
talking 35" he doesn't have a stock cruiser and might be better off going with a carrier that mount to rear frame crossmember. 4+ sells a beefed up crossmember that would support a rear carrier with larger tires.
