Vacuum Air Cleaner - Stumped

Stumped - I’ve looked at the vacuum diagrams and emissions manuals and can’t seem to figure out where to connect the small white valve under the air cleaner and the connection on top of the air cleaner. Do they connect to each other? Any help is greatly appreciated. I’m stuck!

See attached. This is according to FSM. There is some debate on whether it is truly correct from a functionality standpoint. @OSS I believe has some input here.

No it will not affect smog testing. The debate is whether the routing Toyota developed is causing the valve to fail prematurely.
