Two pieces to the rear mud flaps?

I went to take off the rear mud flaps and noticed there was a plastic piece that connected to the mud flap and runs horizontally under the bumper towards the back.

For those that have taken off the mud flaps, did you remove the horizontal piece? Seems like it'll just flap in the wind and collect crud on top of it.

More useless plastic. The trimmed mudguards will still be held firmly in place by the screws on the bumper.
