Turbo 400 Question - Rapid Shifting

    My Turbo 400 transmission shifts from 2nd to 3rd and back again rapidly under light load on a level road. I know the vehicle should be in 3rd because the road is level and I am light on the gas. Could it be a vacuum leak? I replaced the hose to the vacuum modulator with no change. Any suggestions would be welcome.

    Kick down cable that runs to the carb.

    There is no kick down cable. There is a vacuum line to the modulator. Maybe I have a mild vacuum leak. ???
