So I did this on my 4Runner 8 years ago and it’s been great. Wanted to do it on my 200 so I followed the same directions for Part 1. As far as I can tell, it’s the same fog light relay with the 12v coil on the pin that you bend out to tap into. I’ve tried putting the add-a-fuse at many different places(HEAD RH, AMP, IGN) and it basically just functions as normal, only coming on when the low beams are on.

What am I missing here? Only thing I can think of is that the relay is wired differently internally

Unfortunately it's setup differently in the 200-series. It's not quite as easy or seamless. But still doable.

I assume you are trying to use fog lights as your DRL and want to control it independently of lights. A different approach but a very easy process. I have not done it for fog lights but for independent DRL that goes around fog lights. You just need to buy a relay kit and the install is like for any other off-road lights but instead connecting off road lights you connect your fogs. You will loose control of fogs in your light switch but will have an independent switch in one of the empty slots. Here are couple of pictures.

So looking at the thread you linked, I found this reply:


Could I not just ground out pin 1 of the fog light relay to make it think the headlights are always on? I'm fine with step 1 still being in place where it requires the rear tail/parking lights to be on.
 
Answered in the other thread but putting here for posterity.

Grounding pin #1 will disable the fog light switch. Fog lights will be tied to parking lights coming on which might be okay for what you're looking for.

Answered over there as well but left this out:

I agree with you. If that's the way it ends up being, that's fine. I can't think of a situation where I'd want parking lights and not fog lights.
