The sticker is an "Off Highway", not "Off Road" sticker. Unless you find a OHV free range area the sticker only allows for on-trail travel for smaller rigs & motorcycles, not cross-country riding on bare ground. Can't get a lot of people to understand this and off-trail travel is a big problem all over the country. You are correct that Land Cruisers don't need stickers due to their weight.Just a quick clarification/question:
we are still restricted to existing service roads / jeep trails because a cruiser is over the weight limit to get an OHV sticker from the MVD... is that correct? I've never had either but stuck to what always appeared to be a regularly traveled trail. I will be getting the BLM permit but wondered if there were some do's/do-not's I should keep on my mind when four-wheeling and camping.

This thread specifically is about the permit required to recreate on Arizona State Trust Land. Trust land is not public land and requires either a valid hunting license (on an active hunt) or recreation permit.
