Starter relay clicking

Im trying to get my bj 40 started but the starters not kicking in, its a 3l b diesel with "24v". im only using 1 fully charged battery running in another car (has 15 volts charging). the starter relay is making lots of clicks when i crank, and thers no drop in volts.

If I don't have the connector for the starter hooked up it doesnt click.

I have another battery to put into the mix (its charging), but if theres no drop in volts shouldnt i be looking elsewhere for the problem?

Are you saying you're trying to crank your engine with just 15V when it's starter motor (and starter relay and starter solenoid) is designed to run on 24V?
