FJ40 starts no problem. 1964 FJ40. When I stop it stalls or at least tries to stall unless I give it gas. If it stalls it cranks right back up with no issues. Carb issue?? I’ve been thinking about rebuilding the carb…Weber 32/36. The last mpg I was getting was about 7mpg….before this issue showed up it was around 11-12mpg. I did siphon all the gas out due to the hurricane and I think that might have been the point the issue showed up afterwards, but can be certain. Gas showing in the fuel filter. Thoughts??

You should be getting at least 12 mpg. Turn your idle up some. Vac leaks have more effect at idle than WOT. Paper elements in fuel filter will not really pass gas if the they are wet with water - put on a fresh fresh one - leave the old one out in the sun for a few days to dry out, then you can use it again. Add a bottle of fuel dryer to your tank.
You need a better carb IMHO. Doubling your gas mpg it will not take long to pay for itself.

Power to idle cut-off solenoid? Wire disconnected maybe?

Nik
Typically not on a Weber. They don't come with idle-cut-solenoids. You can install an idle jet that has an idle-cut-solenoid feature, but this is more 'unicorn.'

I always start by inspecting and cleaning spark plugs. I'd also look at the torque of the fasteners for the adapter plate / casting for the carburetor itself, as I've always questioned the fit of the hardware, like four bolts/studs on the carb and two fasteners for the intake manifold, iirc.

What carb would you recommend? Not Sniper…don’t want to get too crazy.

Spark plugs are new.
