Hi, I have a 1990 3fe, as soon as I start driving, the needle will run to the edge of the dial, reflecting 115 mph. this will happen every time. Rearly after driving for a long time, the needle will be at the right speed, precisely! , I pulled the cable, clean and greased, twice. The cable doesn't seem to have any issue. Any thought?

Replace the speedometer cable. The inner cable has fractured and is giving you false readings. Or the outer sheath has worn through.
It is unlikely to be the cluster.
 
Or more likely the cable as pushed a little grease or gear oil into the speedo head in the cluster. Cleaning the oil out is easy, just have to remove the cluster

will try cleaning and then replacing like John suggested. i am still puzzeled how it can happen as the needle is not jumping and the cable is not turning fast to show 110 mph

If the inner cable has a fracture, then it will wind on itself like a clock spring. When it releases it will spin the dash cluster gear really fast. Been there, done that. What will happen eventually is the outer sheath will wear through and you will have a mess to clean up as the spinning inner cable pokes out and winds itself up outside of the sheath.
 
I fixed this on my 91. The key is too remove the outer cable housing, clean it will with brake cleaner, and than regrease the outer housing and the cable itself. If this doesn't work than I think you can find somebody to build you a custom cable because I am quite sure they are NLA.

any idea where to get replacement? i recall something about 70 series but not sure
