No fuel at pressure regulator,but at cold start and intake to fuel line there is . No start issue on 1991 Land Cruiser.efi good,Disy good new cap,rotor plugs,wires.Coil, igniter when spec.air flow meter specs out.Throttle body tests within specs. New computer Toyota .suggestios?
 
Sorry, I can't make sense of what you wrote. Is English not your primary language?

I am just going off your first phrase. No Fuel Pressure = Bad Fuel Pump, Bad Fuel Pump Relay, Bad Circuit Opening Relay. ECM not getting the correct signals to activate the fuel pump, etc.

Go through the FSM diagnostic steps for no fuel.
 
He's got a 91 3FE. ECU is not in the equation in this case.

If you're getting fuel to the rail but not to the injectors or FPR, then I would R/R the fuel pressure damper on the rail by the firewall. It is possible that the internal diaphragm collapsed and is blocking the rail.
It is a royal PITA to deal with. IIRC you need a 22mm crows foot and it has 2 crush washers.
It has a plastic cover with a factory calibrated set screw that sets the internal diaphragm pressure. It's basically an expansion vessel to absorb the pressure fluctuations in the rail as the 2 sets of injectors fire.
