Found a local southern 2013 lx570 that spent most of life in Lousiana but a couple of years in Colorado. It’s in great condition but when I looked underneath, I saw some rust:( Worst is where rear frame attaches to trailer hitch. Its got 109k miles and I got them down to $27k.

Is this just surface rust? Can it just be treated with a spray on rust inhibitor? Should I pass?

I don't think that's bad for being 11-12 years old. You could wire brush all the loose stuff off, paint with some sort of rust preventive paint (Rustoleum is my preference), then coat with Fluid Film annually. Should be fine.

But that dry slipjoint in the driveshaft needs attention, I'm betting the U-joints do as well.
 
I agree with @KLF about the rust but I do wonder what the cracks are in photo 4 of post 1. That may be normal for an aggressive rust spot, but double check the history for damage, just to be sure. And do grease the u-joints!

Man good eye. My southern truck has similar surface rust around rear tow area, but that crack is definitely not normal
 
With the front being that clean and just the very back being almost crusty, I’d suspect it’s launched a few boats in the Gulf.

As others have said, if all other boxes are checked, I wouldn’t let that rust stop me from buying it. I’d just want to get it cleaned and treated ASAP.
 
The cracks in photos 1-5 are rather concerning to me. Not sure what to make of them and would want someone with detailed knowledge to asses them.
 
Looking closer at the pictures (computer rather than phone), the cracks look like rusty / crusty welds. If that lived anywhere near the gulf while it was in LA, my money would be on salt water boat launching. I would pass on that one, getting to the bottom of the crust is going to be a real PITA.
