Guess what is heavy and hard to push but will start if you do it? My 40!!!!!!!

Does this mean I need a new starter? And if so can a dumb enginner change it?

It is probably the starter. Hit it with a hammer and see if it will start once you get home. Or take it and have it tested. You can upgrade to a gear reduction later model starter, but it won't sound as cool as the old starter.
