Hey,

I'm new to the area/ONSCs because I just moved from Florida where we have no regulations for smog and wanted to know what mods I can have to still be smog legal. Any help would be awesome.

Tail pipe sniffer is not required for '87 and older at least, not sure which year is the cutoff.

For FJ60s specifically, there is an annual safety inspection, and a part of the safety inspection is an emissions "check" (Tampering Inspection), where they look to make sure that the emissions systems are there, but don't check to ensure that they're necessarily functional.

This is an example inspection form. The part that's circled in RED is the emissions portion that I talked about. This particular form was done right after I changed my registration over to diesel, hence why everything is "N/A".

I had to deal with this BS as in upstate NY, we didn't have any kind of emissions checks either, and my desmogged 2F would NOT inspect here in NC.

Also depends on your county you are in as where i am it is just a safety inspection and nothing with emissions.

You probably know better than I do, but this is the biggest misconception about vehicle inspections in this state. For older vehicles, in some counties, there is no "emissions inspection" or "emissions check", but there is always "Tampering Inspection" that's part of the "Safety Inspection" that everyone has to pass. The "Tampering Inspection", as in what's circled in red above, is a check to make sure that the emissions components are there and appear hooked up.

Notice that the above form says "SAFETY ONLY" at the top, yet the "Tampering Inspection" is still there.

The above form is what's used in both Wake and Durham counties. Those are the only two that I have experience with.
 
I will never admit to not having the correct stuff for emissions but on an older truck like this most of the 20 year olds have no clue as to what to look for.


Erased most of my long post as to not get anyone in trouble. Never know who is looking for these threads. All my trucks now are legit, working who knows . Anyway run with what Johnny says and you will be golden as i do not follow the new s*** out there.
 
Thanks again guys. As of now I have zero emissions on my engine but also don't want to spend the money to replace all that is missing. Is it true that I have a year from moving to NC to have it tested. I plan on swapping in a 2uz-fe motor or Diesel engine in but I'm still in the research stages/ cost analysis to make the decision.
 
When you transfer titles / registration into NC, they give you an inspection sticker without having an inspection, so it's basically a free year. That's exactly what I did and the cost of replacing all of my emissions gear is what convinced me that it was time to do the diesel conversion.
 
A customer of mine just had his 89 FJ62 inspected in Char and passed no issues. 5.3L Vortec with cats and one set of O2 sensors in front of the cats. EGR removed and blocked off.

That either means that the FJ62 is "N/A" from the factory in the EGR category (I don't think it is) or that someone didn't know where to check on that 5.3l Vortec for it. I'm leaning towards the latter.
 
In this case EGR is Exhaust Gas Re circulation, takes exhaust from the E manifold and dumps it in the intake just behind the throttle body.
 
96 and newer need a sniffer test and will check codes for a cel, 95 and older is just visual and safety also will not scan cel codes.
 
Al is correct. OBDII are the only vehicles being checked for emissions except for the no tampering inspection Johnny mentioned. For example, the cats don't have to be working but they have to be there. Vehicles over 35 years old do not have any inspection, including safety.
 
To prove the crookedness of some inspectors, I've been told by more than one that my 94 will need a sniffer test. Others have told me that the state doesn't even supply or maintain the hardware/software to even use the sniffer anymore, and inspectors aren't required to keep it on hand. I wonder how many people get scammed by a sniffer?
