What does this do? It's under the passenger seat. Vacuum lines for t case is my best guess.

Thanks- so if I replace the hoses, should it build pressure and function or is there more to the repair?

It should. Depending on if the vacuum supply to the system under hood is in good condition. The only other suspect would be the actuator diaphram

The switch on the firewall switches between vacuum and atmosphere on the two lines. Neither are ever pressurized.
